What is the difference between a guesthouse for local people and a guesthouse for tourists?
Generally, a guesthouse for tourists will be situated in the busy area so that it will be vary convenient for tourists to get to Hong Kong's attraction points. Their clientele is usually restricted to tourists only. Guesthouses for local people usually charge on hourly basis and they may not be suitable for tourists. However you should confirm with the particular establishment whether it is suitable for you.

What is the difference between a licensed guesthouse / hotel and an unlicensed one ?
A licensed guesthouse / hotel needs to comply with the standard of structural safety, fire safety, and health and hygiene matters set out by the Government. On the other hand, unlicensed guesthouses are operating illegally. Their operators tend to avoid complying with these requirements. In other words, you have no protection in terms of safety if you live in such places.
